Vice President, Development

Albert T. Leung, MD, Ph.D., is Vice President, Development, at Hurley Consulting. He has over 18 years’ experience in all phases of drug development in multiple therapeutic areas including osteoporosis and metabolic bone diseases, diabetes, woman’s health and rare diseases. He has interacted extensively with FDA, EMA, and other health authorities worldwide. Dr. Leung’s expertise includes knowledge of biology, clinical and pre-clinical pharmacology, toxicology and safety assessment, clinical trial design and operations, data collection, management and interpretation, pharmacovigilance, regulatory dossier authoring and health authority responses.

As Vice President, Development, Dr. Leung is responsible for all drug development consulting projects and management of clinical programs. These responsibilities include strategy development, design and oversight of clinical programs, and clinical documentation preparation to support investigational drug applications, marketing applications and meetings with health authorities.

Before joining Hurley Consulting, Dr. Leung was Chief Medical Officer at GlySure, Ltd., a U.K. based company. He provided leadership and mentorship to the U.S. Clinical Development of an intravascular continuous blood glucose monitoring system for critical care patients. As CMO, he built and managed the clinical research operations group in the U.S., and interfaced with scientific and clinical leaders in the critical care community and at FDA.

Dr. Leung was employed by Merck Research Laboratories from 2006 to 2014 as Executive Director, Clinical Research, Diabetes and Endocrinology. He was responsible and led product development teams for drugs for the treatment of osteoporosis, muscle wasting disorders, and woman’s health.

Dr. Leung holds a bachelor’s degree in chemistry from Washington University, St. Louis, MO. He also holds a doctor of philosophy in physiology and biophysics and a medical degree from The University of Iowa. He did his internal medicine and endocrinology training at Massachusetts General Hospital and Harvard Medical School. He is board certified in internal medicine and endocrinology and metabolism.
